They dont cycle through eververse, thats the point. Only thing that gets hurt is the ego of gatekeepers, legit nothing to loose if Bungie did this.

How is that hurt either? This would only work if you have bought one of the previous passes, you wouldnt be able to just go and get gear from a pass you never bought. Only if you were unable to reach 100 in a pass you bought beforehand would you be able to use the excess levels from a current season
