If he has just started playing, has he actually unlocked any of the Shared Wisdom perks? If I understand it correctly, the 'Fireteam XP Boost' perks only ever give a bonus to other players, not yourself. You've unlocked them so he's getting the benefits. But he may not have unlocked any so you're not getting anything from him yet.
