I noticed lately that sometimes popping a Boon of the Vanguard for the bonus gift of Vanguard tokens doesn't work. I mean it pops, but it does not reward a gift of Vanguard tokens. I first noticed it when playing strikes with a couple friends as each of us would pop a Boon at the start, but about 1/3 of the time we'd be short one gift. I noticed it doing the same thing when I play strikes as a solo queue player. My initial reaction was that me or one of my teammates simply forgot or failed to activate. However, we made the effort to ensure each of us saw the boon of the Vanguard tagline pop up on each other screens, and we still would be missing gifts at the end. I don't know what could be causing it, but there you go. Stoked for Shadowkeep!
