Read the updates on SotD that just came out. They are aware of powerful rewards dropping at or below and are looking for a fix to hopefully implement it in the update after next

Onlye the engram you get from drifter is powerful. Any loot you get from a match is on average 20 below. “Endgame” content doesn’t necessarily mean loot drops at “endgame” levels. One of the flaws in D2 endgame content atm

From what I've read, I'd bet their fix will involve changing anything before Season of the Drifter content flags to "Not So Powerful Gear", and that's it.
