I think it just needs a smaller magazine size. I would say 5 max, maybe 4 would be better. They would just have to find a way to adjust it for PvP. Maybe the perk isn't active in PvP. It's not a weapon the majority of people use there anyways. Hell, they nerf'd the Testicle for PvP and somehow it got even better in PvE so I don't believe there isn't a way to balance it better with both modes in mind.

I don't see it being a problem in pvp if they decreased the mag size to 5. Telesto [and Jotunn] is a far more reliable version of Loaded Questions which makes sense because it is exotic. Honestly whatever changes the current crucible shotgun/hand cannon meta the better and an emphases on legendary fusions would stir things up.

It's just one guess as to why they increased the mag size. I don't know how it tested because I don't work for Bungie but my assumption is anything that feels weak in PvE usually has to do with PvP balancing.
