Because no one knows how to start heroic events. I've had more normal events than heroic today, despite my efforts to make them all heroic. If you don't know how to initiate the heroic events that take place there, LEARN. Those are pretty tough events to make heroic, and for most of them even one ignorant person completely ruins it.
