1. ubisoft seems to have an internal policy which prevents them from releasing finished games.
2. Massive entertainment had, up until that point only made RTS. they had no experience making a game like the division.
3. The gunplay is some of the worst I've ever experienced in a videogame. everything takes hundreds of bullets to put down at higher levels.
