The weeks he had weapons he also had engrams, he literally just didn't sell a weapon those weeks

Out of design, not a glitch. In HoW, it was a glitch. In TTK, it was intended.

Still, my point is, he didn't sell a weapon for those weeks, it was annoying

Maybe, but it was a guarantee that Xur had a weapon EVERY WEEK. Bungie even said said that in TTK, he would not sell weapons every week, only most weeks.
