Hung jury gone forever?
Yeah so I for some reason seem to have discarded my vendor hung jury from y2 and I really want it back😩
Is there no way to get y2 vendor weapons anymore??

I have the vendor hung jury from year two. If you get lucky enough to get a similar roll on a not like the others they are almost the same gun.

Pretty sure this weapon wouldn't just "vanish" in Y3. Might just be on a set timer now or RNG-based to packages. Honestly, it should be an item we can purchase. But if this is something you deleted and are asking for it back, then no. Bungie doesn't refund/restore any lost items you or someone else "deleted" - hacked or accidental. Unfortunately. I believe you can get it from legendary primary engrams, but I'm not 100% sure.
