His one lose arm dangling beside his body doesn't justify multiple shots to his torso. The officers had firm control of him laying on the ground, and unless he actually has the gun in his hand, the officers need to be professionals and arrest him without violence. You can't execute someone like this unless you have a grave reason to, and they didn't. In the officers point of view, a tiny arm movement could be considered 'reaching for his gun'. The dude had his hands up and was completely calm before they tackled him. He's not going to try pull it out when he's being held down by two men.

No, if he was reaching for a firearm lethal force is allowed to be used, whether he gets his hand to it or not.

I did watch the video. Officers say he reached for the gun while pinned. There is no video which shows whether or not he did, and I have no reason to doubt them.
