So I got my hands on Dreg's Promise today, and put it through some pretty serious paces, because this is a weapon I was really excited for after the announcement that is was getting tracking rounds.
This isn't going to be a super formal review, but I'd like to post some quick thoughrs and what I've discovered.
To start, "this thing tracks?" The answer is... Kinda. Here's how I tested it: in patrols, I found the nearest group on enemies, aimed down sights (becausw that was how we were told it'd wnanle tracking), and pulled the trigger at different times. The first couple tries, I pointed it at the Vandal's head, moved the cursor away, and pulled the trigger. This always consisted of three missed shots, unless the target's head was up to half of a reticle away, just out of shotgun range.
But I noticed something during the first test, and that was of how all three shots all seemed to hit the same point on the enemy. I decided to adjust the test. Instead of pulling the trigger after moving my reticle, I decided to try the reverse. This gave much different results. As long as the trigger was pulled with the reticle solidly on the target's face, all three shots would land there. No matter how much I threw the aim during the burst, all three shot would land on that point I was looking at originally. And fhe same results apply even if the target moves -- some bullets would turn dramatically to reach the target. Just never the first of the burst. This is still a gun that requires to be aimed.
So, okay, that seems kinda less fun than I was hoping. How does it preform? What do you use with it?
Well, finding a weapon to compliment this was a bit more difficult than expected. The Dreg's Promise is fast, has about as much range as mid-stability fusion rifles before the April update (read: "basically none"), and hits exactly like every other sidearm -- like, in one PvP game I ran into a guy point blank, spammed the trigger of my gun, and traded perfectly with the Jabberhakke -- so the weapon I was looking to compliment it needed to have great range, hit like a truck, and handle slow enough that I felt I should switch to the sidearm if an enemy got too close.
And this is where Dreg's Promise falls short: it's an exotic. Every weapon I thought would pair perfectly with this sidearm is forced to be used in place of it. But I dug deep into my vault and came out with three weapons: The Villany, Lyudmila-D, and Lethe Noblesse. I also figured those with either Colovance's Duty, Varik's new Scout rifle (name escapes me), or the Judith-D could also pair nicely, but I don't have those.
Right off the bat, I dropped the Lyudmila. I know it was buffed, but frankly I don't think it hit hard enough to make up for its smaller magazine and slower fire rate -- even in PvE, my impression was a solid "ehhhhh."
Lethe Noblesse worked fantastic with it in PvE, but in PvP I noticed it handled just fast enough to trick me into think I can use it in close-quarters... Which it can't. I'm sure there's plenty others that could rock out with this combination, but just not for me.
The Villany, on the other hand, worked great. I didn't need to force it into working with Dreg's Promise like I was with the scout rifle, and it'd kill fast enough that I didn't feel slowed down by the rate of fire. Also, frankly, it was kind of humorous to have two guns that had a burst of three. I had three games of Clash with this pairing where I went 14 and 6, with the kills being evenly spread between the two weapons.
In conclusion, I think Dreg's Promise is a really fun weapon. It looks sweet, handles nicely, and can do some work in experienced hands.
...But it really isn't an exotic. There's actually a few ways I might change it to really make it shine, but -- even though I did end up infusing my Villany after those Crucible games -- it's currently not a weapon that I'd reccomend everyone use.
I have four options for how to change this gun. They all seem pretty drastic, but, given that this is a sidearm and hardly anyone uses sidearms, I don't think these would be quite as overpowered as they'll seem.
Option One: replace Field Scout with a small range buff (I forget what the perk is called, but it'd add 5 to the range stat), reduce the the ammo reserves by 18 rounds, and adjust the tracking so that it actually works like a rocket launcher's. This would turn it into Destiny's Needler, but the range is short enough that it still wouldn't hit anything outside of mid-stability fusion rifle ranges (and the damage at that length is tiny, trust me). This could also go hand-in-hand with the Nightstalker's Keen Scout ability, which would give a visible display of what Dreg's is locked on to.
Option Two: replace both Snapshot and Perfect Balance with Extended Mag and Full Auto (respectively). Currently, the only real option on that tree is Field Scout, so this could add some interesting variety to the weapon. Full Auto would make the weapon easier to use while hip-firing, and Extended Mag would add six rounds to thr magazine.
Option Three: slightly increase the range stat (my guess would be 5-10), and make this a primary weapon. That way people could pair it with a sniper or shotgun.
Lastly, Option Four: introduce a new perk, "The Sidekick." This could go either after Shock Rounds or above Infusion, as purely an addition to the weapon. The description would be, "This weapon can be used with certain exotic primaries," and would allow you to pair it with The First Curse, No Land Beyond, Jade Rabbit (though I'm on Xbox so I could be wrong), Touch of Malice, Universal Remote, and No Time to Explain. Otherwise, leave the gun unchanged. Personally, this is my favorite of the 4 ideas, because it would make largely ignored exotics viable.

I know exotics shouldn't per second be better but the tracking isn't noticeable and the travel time could be faster. Edit: As for your options I love the exotic perk being the sidekick. I love those primaries and th eyes get little love. My 8 notice thought was jade rabbit/dregs and then I realized it won't work.
