People leaving games and a solution

So, recently I've noticed that the thing that annoys me most in destiny pvp is not lag, not cheaters, not snipers and not the last word (although everyone knows the last word is broken as f*ck) Anyway, that issue is people leaving games. If I'm in a team and people leave, it basically ruins all chance of winning for me. Even more annoying, is when I'm in the load screen and hear "Heavy ammo available" This not only means that I am about to join a game half way through probably on the losing team, but I'm also gonna get trashed my heavy as soon as I spawn. So, why do people leave? The answer is simple: A)there is no punishment (more on that later) B) most of the weekly bounties rely on winning, people who need to win aren't gonna stick around for 10 minutes just to lose. So, the solution: I would say implementing both of these would sort this issue out: A) if you leave a pvp match, you can't join another for 10 minutes. If you have a good reason to leave, you're going out, getting something to eat etc, then this won't affect you, you won't be back within 10 minutes. However, if you just don't want to lose, then you won't be able to join a bother that you can win so you may as well finish it. B) make the weekly bounties more personal based, not team based. I love the bounties such as: Get 10 kills with different primaries Get 1500 score twice However, the ones like get 7 wins are a hard to complete in the current state of the crucible. I would suggest things like: Get 3 shotgun kills in one game 3 times Get 5 ability kills in one game 3 times Etc. So, anyone's thoughts? Bump if you think these changes would improve crucible.
