The big chest in PoE can drop it. Might just be the higher leveled ones thiugh. Not sure.

3 RisposteLegacy special engrams. I only needed no land and universal remote (refused to buy them from xur when we had limited vault space) and ended up needing to buy 4 legacy special engrams to get the two. In between I got 2 lord of wolves.

Legacy engrams from xur. Also you can solo skolas now. A raze lighter or touch of malice and a defender titan with blessings/armor. Done in no time.

Get a time machine and go back to May 2015 That's the easiest way lol Otherwise you're stuck hoping it drops from the chest at the end of poe or exotic legacy special engrams next time xur sells them
