As noted, the rep is not applied when you dismantle it, but as soon as you complete the task. You would have to check your GS rep before you start the task and again when you completed it - the GS ranking diamond still pops up when completed.

Ok let me put it another way. I was level 10 with just a sliver left to reach level 11 BEFORE I tested these weapons. Needless to say, I am not level 11. Zero rep was earned. Will someone from Bungie please reply to this?
