Enslave the fallen (because that works so well for the Queen, lol) and use them to eradicate the Hive threat, and bolster the cities defenses against future Vex threats. Bwahahahahahahahaha! *Ahem* I, uh... I swear I'm not usually that dark. I think Health Regen, Explosive Rounds, and Full Auto on, say, a Nirwin's Mercy or whatever, would be very exciting. But so very, very broken.
