Apparently Bungie has discovered that it's much more efficient to temp ban exploitable weapons/abilities/areas than to temp ban those who consciously chose to exploit them.

Actually it isn't in the ToS an also Xbox isn't suspending anyone without talking to Bungie first since it's their game. Learn the difference between being banned and suspended.
