It's not a lot of the new gear that is, just gear that is harder to obtain. If you notice Black Spindle, Touch of Malice, and Sleeper Simulant don't have grimoire cards. Bungie probably hid these to prevent data mining them. I'm sure once a majority has the Sleeper Simulant they will get rid of that classified lock.
