I find the red death and I assume the rare super pox/ Three little words takes 2-3 bursts as it should. The messenger on the other hand NEVER seems to require a 3rd burst, even on full armour ram wearing warlocks or defender titans. Outside of overshields and supers and such the messenger seemed to avoid the nerf all together, I wouldnt mind if red death did since it still occupys an exotic slot but jesus bungie, more consistency please.

I personally don't care due to the fact that I personally have no control over what they patch and don't patch they claim the community has some say but I believe the say only comes from the data they review from the game..
