Does reporting someone a green (helpful, highly skilled, or friendly) do anything? If reporting someone who is cheating gets them banned; does reporting someone who did really well in crucible as highly skilled have any positive effect?

Last week I switched gear so I was a 29 and entered the weekly matchmaking so I'd get matched with people around level 29. I got matched with a level 29 and 30 and switched back to my 34 gear. It was Omnigul and in the first room I ran in and started killing things. They ran in with me in stead of camping the little room where you come in. It was great seeing them not taking the easy route and they kept doing it throughout the strike. They didn't die as much as I thought and put in actual effort. The level 29 even ran up to omniguls platform after I -blam!-ed up which got me killed and revived me and put a bubble on me which made me able to finish off Omnigul. Reported both for helpful and highly skilled :D

When bungie investigates claims of cheating and one particular player has several positive reports and only a couple bad, they are likely to assume that player is just skilled and that the negative reports came from ppl who just got owned and we're butthurt and move on to the next investigation. But if a player has nothing but negatives and is under investigation, they will then look further into it. Reporting players does not get them banned on its own, bungie has said they actually get into a game with them (undercover) to verify that they are truly cheating. This is why the process of banning is so slow. The investigations begin (from what I understand) after a player receives a certain number of cheating reports within a designated period of time. But anyone who is at all skilled gets reported daily, that is why they have to verify hands on that the player is cheating for real. As much as people complain on forums, imagine how often those same ppl do the 3 click report in game after they get smoked. I'm sure it's millions and millions a day...
