I went magika for my Templar and use a destruction and restoration staff. Did that since Templars are amazing healers. But you can play however you want and can make whatever work

I'm planning on using duel swords and restoration staffs, are there any abilities you think I should use? I'm an Imperial with heavy armor. In the character creation I can see what the veteran rank armor for imperial Templars looks like, how do I get it exactly like that? The heavy imperial armor in gold looks amazing.

You might want to consider medium armor to go with dual wield. You'll retain more stamina with your attacks with medium armor. Also restoration staffs aren't really necessary with a templar, because templars have class-specific healing abilities. Just my two cents, go whichever way you want. My main is a Imperial templar, and I find him to be fine as a healer, even with zero points spent on magic.

Well that's armor you can craft. So if you get your crsfting skills up You can craft that. And hmm well for my Templar I wear all light armor for the magika passives. So I may not be able to give the best advice since I play my Templar different. But go to deltiasgaming.com and look at his Templar builds or he also has a YouTube channel that he posts builds. Or just go to google and see what other people do for that kind of build
