No, they don't at all lol. Activision does everything with the price, where it's released, how many copies will be made, etc. all Bungie does it make the game bud

Then how did they make the deal with emotes and class items separate without having to negotiate with activision?

They didn't, they most definitely confronted Activision about that. And Activision realized that it pisses the entire community off so they changed it to make more money
