Its not a rumor, when it was first announced they said all year 1 weapons would go to 365 and stay there. Not sure about exotics, would guess those stay with you so should be able to ascend them.

Pretty sure that was some idiot trying to be clever, regarding "frozen in time." Year 1 weapons will max at 365.
