Here's a thought on the last word's "push" towards a close range cowboy action hand cannon:
What if the fanfire perk didn't work when aiming down the sight? (Stay with me) Keep the current effective range and accuracy, but just reduce the rate of fire (and maybe stability) when in ADS. (This is also assuming the false hipfire damage glitch will be fixed.)
This would tone down the ranged kills, as the slower fire rate would reduce the TTK in medium range battles. The hipfire, of course, would still utilize the fanfire perk and give all the rate of fire and stability that make it a close range exotic weapon. Also, us PVE players will still be able to reliably pop acolyte heads from a respectable range.
Most of all, it just makes sense. You only fanfire from the hip. Fanning the hammer while looking down the sight looks a bit odd to me.

If I am ADS it is because I'm aiming at someone who is a bit further away. The damn thing kicks like a mule when you fanfire ADS. I would rather they increase the rate of fire but decrease the accuracy / increase recoil. (leave impact the same) That would allow the un to be very strong when you become skilled with it, but it would be a higher risk weapon to use where oyu run out of bullets quicker and have to be pinpoint accurate handling the recoil.
