They are there to be earned through leveling up your faction, not to buy at rank 3!

So make it rank 5. Or 7. Or 10. Or 20. Or 30. If you'd stop sniffing your own farts for one second, you'd realize that a lot of people don't really care what point it becomes available as long as they don't have to be subjected to the mercy of an RNG system that will dish out raid gear before it makes a palette swap available. Seems counter-productive for factions to seek guardian representation and then put such ludicrous limitations on a guardians ability TO represent don't ya think?
