No it is not.
I don't have the GH but I have Thunderlord and RNG keep dropping me al the time.
Very rare I use it.
I think it will be the same as GH. If it not an Exotic...maybe people will use it all the time.
Lets make GH available for many player...so they can enjoy the game experience more.

I completely understand where you are coming from, I just don't like the idea of too many people having ghorn (I don't have it either).
