"Arena" is a fancy word for "strike with no path to follow."
Don't get me wrong, I like new story content, and hell, I like new strikes, too, but would I pay 20 bucks for it if old content is going to be upgraded? Probably not. Raids are the fun part of the end game. Not putting a new raid on content that A LOT of people have already paid for is just kind of immoral. Just call it a patch, not an expansion. The only thing it seems to be expanding is a side note on a story that no one understands, and unlocking content that is already on the game, just has been withheld from players. Bungie, I'm a fan, but I would be lying if I said this didn't piss me off.
tl;dr
It's not right to hype up an expansion and not put a raid in it, AFTER people have paid for it.

No one to blame but yourselves. You gave Activision money for a mystery box. You really think those money grubbing whores weren't going to take advantage of that? They think they can pull the raid out and charge you for it as a stand alone in a month or two.

You paid for an expansion, not a raid specifically. An expansion is simply the process of expanding - growing in size. In this case they provide more content which causes the game to grow in size (in terms of what you can do). Also, if I remember correctly I don't recall them promising a raid with every DLC drop.
