By smarter they mean more evil and tantalizing. I got like three guantlets, two pants, and two chests, but never a helmet. Fortunately I bought Saint 14 eventually ;)

I did Crota HM twice yesterday, got nothing but materials but dropped the helmet twice on Crota himself. Never got it on NM though. I didn't need them but the chances on dropping it on HM seem significantly higher.
