Bungie does not give any reason to account restriction or bans other than that the user has violated the terms listed in their policy and after an manual inspection, they were given a ban. Bungie always takes suspected cheating and violations of their policies very seriously and they have a very thorough inspection of each account before processing a ban. It is unlikely you will find out why, but I will say that the hidden match history is usually an indicator of shady practices. Was this a full ban(he got a message stating "...Not so fast...") or was this a restriction from matchamade activities(can still play the game, but no PvP)? If a full ban, then he must have done something very deserving, as it is difficult to get banned on console.
