The entire point of the gun is to take down shields

And increase kinetic damage against popped shields. You can two-shot Envoys with it. I know. But the ability to undermine a Nightfall Ordeal skull with one exotic is bad game design.

Borealis also requires you to at least do a thing that isn't just shooting the shield.
