Xur's inventory is randomly selected from every weapon available to both Xbox users and PS users. Except for the exotics that require a bounty to conplete(Thorn, Bad JuJu, Invective, Pocket Infinity and Super Good Advice). He only sells one per week, so it's no wonder he hasn't sold every gun available yet, let alone why a certain gun hasn't be offered a second time.
