I have the same issue but no solution so far. I too abandoned the quest and got it back from the kiosk at the Tower but the quest won't even start. Even though it is listed in my active quests, the Exo Stranger think that I don't have it and it is listed as available but if I try to acquire it, nothing happens. If I abandon it again, the Exo Stanger tells me that I already have it and I can't acquire it...

If it’s in your quest log in your inventory, then you don’t need to also try to get from Exo Stranger.

I know, but even though it's already part of my quest log, the Exo Stranger lists it as if I don't have it, and I can't start it either. Abandoning the quest again will change it to "already acquired" at the Exo Stranger. (I just did the test again)

Don’t worry about what Stranger says. Once you have it in your inventory, that’s when you can start/complete the quest. If that’s not working then post a video showing the quest in your inventory & you doing the task but it not working.
