Interesting take. They won't really answer you this. But I'm sure you have an idea by now what the answer is.
I'll give you a hint. They don't care anymore. Matchmaking is having issues because crucible is suffering from lack of players. That's why crossplay has been implemented. But it seems that doesn't help either at the moment.
I don't know if they'll fix matchmaking soon to make it a better experience for everyone. But crucible is like this now because of less and less people are playing the mode. Hence, matchmaking is a struggle if they limit it to certain things.
If you ask my opinion, I call it like "Open Season" in hunting lingo. It's like free for all shoot as many as you can kinda thing. And they don't care, because the mode is dying anyway because of lack of players at a given time, and given day. Everyone is not playing at the same time. And when they do, there is no skill based matching. It's open season, so to speak.

I don't think that's true, before the new season (i Play on Ps4), i could find matches in seconds, now with cross play, it could be faster, it got slower.

That's what I said. They were probably hoping crossplay would make it better, but it seems like it's not. And I don't know if that has something to do with anything.

It's slower, i think most people doesn't even care to turn off the crossplay, so 99% leave it on default, people that actually turn off to play only on he's/her console will have a slow time finding matches because most people has crossplay on by default.

Another issue that came upon the game brought about by crossplay. You either opt in unconditionally against your own volition or suffer the consequences. I have a feeling this has not been thought out properly again. I call it a snowball effect. One issue pile up on top of another eventually causing more issues. Typical of this game.

But it is one factor. Everybody knows it's both a PvE and a PvP game. But crucible is one factor that could improve if crossplay is implemented. That's why they haven't touched crucible or improve it including matchmaking because the numbers are dwindling it's getting troublesome to find better matches because not everyone is playing all at the same time or even the same days or even the same platforms. The variables are so wide that they're hoping crossplay would alleviate this issue. I was hoping it would but it seems like it's not because not everyone would even opt in for it (I wouldn't), causing further issues in certain platforms, as is happening now and being reported by some.
