The intrinsic mod for Merciless states that non-lethal hits progressively accelerate charge times until the target is killed. I've been using it for a couple of days now and it doesn't seem to trigger - or, at least, it doesn't for 99% of the time.
There were a few occasions where it [i]did[/i], but after several matches on different game modes and against different enemies, it feels like it's chance-based at this point.
I did some testing on my own, and there doesn't seem to be any influence whether [b]a)[/b] you're aiming down sights until reload, [b]b)[/b] you're firing from the hip until reload or [b]c)[/b] immediately firing from the hip after shooting once or twice whilst aiming down sights and vice-versa.
I'd also like to state that I [i]have[/i] tested it against high-health enemies (such as Bosses from Pyramid encounters on Io) to make sure the reason it wasn't triggering was because the target was killed beforehand.

Same exact thing is happening for me. Been like that for a few weeks now. Same as my clan mates as well.
