My account has been restricted for all matchmaking activities, which is garbage because my internet has net even been bad. I am on spring break, just to find out I won't be able to play the only game I am into. Is there anyone I can reach out to to get this fixed?

Short answer no. You have to wait out the 2 week restriction, during which time I would strongly recommend shoring up your connection from your end to make sure it is as stable as possible as if it is not improved the next tier restriction is 2 months.
