The retailer you purchased from is responsible for any issue with purchases.
You will need to continue to work with them for a resolution.

Well that's great... I'm not sure if you're from Bungie or not, but why not simply extend activation codes? Or send a new one? I did pay premium price on this and the retailer is not being cooperative at all.

I am not a Bungie employee. Bungie do not produce nor handle the codes. That would be Activision. If you bought a book from a bookstore and a page was missing, you wouldn't contact the Author, you'd contact the Bookstore. It's the same here, all responsibility to missing items, expired items and faulty items is down to the retailer who sold you the item. Only the retailer can help you, and the best bet would be for the retailer to exchange the entire edition for a new one.

I believe they do that so that retailers are selling the most current version. Whoever you bought it from should not have sold it to you.

The codes in those were produced in fall 2015 and lasted for a year. You happened to buy it over 20 months after it first released.
