I got mine through faction packages. You can get one from nightfall, and if your really lucky, you can also get one from your trials bounties. (Gold, silver). Not sure if you can get one from skeleton chests, I haven't seen any drop.

yes high light blue level ghodts can come from skeleton chests. I have gotten 2ish.
