No, that was just when we first met him. In the mission where you explore the Warmind, you can scan a one of the monitors with your ghost and he says something along the lines of: "this is the first part of the Warmind that came online after the collapse. Is it possible someone woke the Warmind?"

It's possible he was never completely asleep just limited, during the campaign we fully restore his capability's as a warsat. So in a way we did being him back online.

I meant who actually caused him (even if not fully maximum power) to resume consciousness in the first place

He was never fully offline he simply couldn't do anything before we came along, instead of him being offline think of him being in power saving mode, and restarted his activation protocols when we/fallen started messing with him.
