It is not pay to win. First off there isn't much PvP secondly even if you get the "good gun in the game" you need to mods for it to make it the good gun it should be. THEN you have to rank those mods up. It certainly isn't pay to win when you can buy the blueprints for everything just about and make it yourself. Also, the good stuff in the game is something you can't buy. With your money prime stuff is only accessed through the void and Derelict. Or you can trade with someone.
