Well Bungie did revolutionize fps gaming...twice. So I say Halo.

I think Halo has the 'secret sauce' for console FPS games - specifically, it's an FPS that's not strictly a twitch shooter and has a lot of vehicle use. Though if we just open up platforms and ask more generally for the best FPS 'of all time', then I don't think that can be answered as best is very subjective. I am afraid I have to say that these types of polls are often, if not always, stupid.
