Maybe they mean sandbox because of the forge. There are maps in forge that act as sandboxes that you build on top of to makes maps. Other than that I got nothing.
I have never seen anyone refer to halo as a sandbox. The only time that term comes up when talking about halo is when you are talking about the weapons.
They mean it's not a corridor shooter like COD or BF. Though I guess the Bad Company series could be considered sandbox too. They had pretty big levels. BF3 on the other hand....
They mean that you are given an array of options and weapons to tackle one encounter. While Halo's levels are linear, they are made so that there are segmented open areas that are designed to be beaten multiple ways.
