Same issue [i]Conditional Finality[/i] had last season.
My primary gripe with this is that [i]Tinasha's Mastery[/i] can [i]still[/i] stun all three champs, while [i]Indebted[/i] w [b]Voltshot[/b] will stun OLs and Barriers.

Seems like an unnecessary intention to me. It only jolts through the usage of ionic traces and is not intrinsically overload. I understand keeping certain weapons from being too powerful, say le monarque for example. However, that bow is [i]always[/i] loaded with overload stun capability. This isn’t even a wicked implement case or like you said with conditional because the base gun doesn’t apply jolt without traces. Get where I’m coming from?

Oh I agree with you, but it's just [i]Bungie's[/i] horribly flawed logic. Like I said, [i]Indebted Kindness[/i] is a damn near perfect comparison. It isn't intrinsically stunning. [i]Voltshot[/i] requires a procc, same as [i]Delicate Tomb[/i]. Yet [i]IK[/i] gains [i]Barrier[/i] on the Artifact while [i]Delicate Tomb[/i] doesn't get [i]Unstop[/i]....... Make it make sense.

First, one of the reasons why I say Champs were a terrible addition to the game even back in Shadowkeep. Second, there is still a slight problem with Indebted Kindness and Anti-Barrier. This goes for all projectile weapons ever since Shadowkeep's release btw, but try shooting those weapons at a Phalanx/Hydra shield. When you do, the shot just goes inert and pass right through them despite the fact it's suppose to ONLY pass through the shield and hit the target.
