Nope. They’re reversing it because tier 10 mobility in Lightfall will only give you the same cool down reduction as tier 8 does today. This reversal just makes it so you don’t get nerfed twice.
Or because the changes they’re making to all stats make pretty much the exact same change the direct dodge nerf did?

It will either be the same value as is now or a slight increase.

The reason they could gain a slight increase in cool down from current values is because tiers 9 & 10 provide more value. So if they are being scaled back and the co-eff is not properly tuned it will result in a longer CD. & before you say no way bungie would mess that up, keep in mind gamblers dodge received a 28% increase to its cool down. Even though the TWAB said ~20%.
So dodge and phoenix dive are either a wash or having a slight increase to the cool down added.
Mobility should has New name; reflex!
Reflex should improve weapon ready/stov speed , reload and aim down sight speed totally. Or increase dodge chance from enemy atacks (this may break the game so i am not sure)
