Hi,
The Lightning Surge melee seems to be somewhat-incompatible with some melee-based Exotics. I haven't got an exhaustive list, but the core principle is this:
You have to [direct impact] an enemy with the melee (in tight proximity) to trigger Warlord's Sigil.
The "jolt" portion of the melee (as part of the initial burst, and the after-effects) does not trigger the perk. Meaning, if an enemy takes damage from the burst, but dies to the secondary effect, it will still fail.
Hitting multiple enemies with the initial "surge" seems to lead to varying results. Sometimes it will trigger the perk, sometimes it does not.
I've included a short video of some examples - obviously I'm no QA tester, though I hope it may help.
Felwinter's Helm has amazing potential for Arc 3.0, with the blind/debuff loop on a strong CQC melee. I'd hate to see it be stifled by this.
