Who is making these Vanguard Investigations boards?

So, a new Vanguard investigation board has been released, titled ‘Suspicion’. And I’m not sure who’s actually making these. The way it talks about Ikora, asking if she is compromised, implies to me that she’s not the one making these. It also asks if Crow is still Uldren, which of course Ikora knows he isn’t. So that means Ikora isn’t making these. So who is? My first thought would be Savathûn, trying to trick us. Seems obvious, maybe too obvious? But her posing as a Vanguard operative would be an interesting move by her. Only issue here is that Vanguard allies would be under so much scrutiny after Savathûn was revealed as Osiris that it doesn’t make sense to pull the same move twice. My next thought would be Zavala. He’s not been as active in the last few seasons, so maybe he’s watching events from the sidelines and conducting his own investigations there? Although there’s no indication he’ll be involved in the Witch Queen, so again that’s rather unlikely. Theory 3 is that this is Crow’s work, and that’s what he’s been doing since he went to Venus in week 6. They did start releasing these boards around that time, I think. The question of whether he is Crow or Uldren is something Crow would likely be battling with. Issue here is that I doubt Crow would question if Ikora is compromised, as he seems to trust her absolutely. Thought 4, and it’s very out there, is that this is Toland’s work, perhaps aided by a rescued or trapped Osiris. We’ve not seen Toland in a very long time, not since Prophecy in Season 11. I do hope he comes back in the Witch Queen because he’s such a cool character. And since we know Osiris had links to Toland, it’s possible he was helping Toland with this investigation himself. So, there’s my ideas as to who’s writing these boards. What do you guys think?

  • Probably just me, but I feel like these FBI boards with polaroids, sharpies, tape and post-its are so completely out of theme for a space adventure game. Really, polaroids? A spy took polaroids of Hive and wrote stuff in sharpie? It's so out of left field and so far off from the days of the Led Zeppelin trailers it's not even funny. Also putting "imposter" over Osiris and the whole Among Us thing, man, this team's direction is so bad. I know, never talk bad about Bungie in the lore section, sorry, this topic made it to the front page in D2 and has been trending for a bit, and it's just my opinion, calm down.
