So two things happened here. First, I used an exotic cipher to get an extra piece of exotic gear, so I could get the cipher from Xur. It showed I got the "Crown of Tempests". I go to my inventory and it was not there, so I got ripped off here, never got that piece of gear so thanks for screwing that up. Second. I ALSO did not get the exotic cipher from the Xur quest after I turned it in. Luckily that wasn't such a waste because those same strikes actually counted towards other stuff, but I'm still not happy about that.
