Dawn mods not unlocked

I have not acquired the mods that come with the start of the season, More specifically "Taking Charge", "Shield Break Charge", "Empowered Finish" and "High-Energy Fire" I own all DLCs and have the season pass Is this a bug or am I supposed to get them from somewhere in the game?

I believe those come from the various obelisks after upgrading them to a certain level.
