They're normal engrams. The Fated Engram loot pool doesn't include Monte Carlo yet.

I thought that was only in Xur Fated engram, whats the point of having a fated engram on a YEAR 3 battlepass and not receive year 3 rewards.

Xur isn't around all the time and there are people who have purchased the battle pass who didn't play during years 1 and 2. This helps them catvh up and aeven provides veteran players a chance to complete their collections assuming they have missing pieces.
