When i solo queue, i expect to lose but try to win. You never know who your team mates are, they might not try to win, they might have crap weapons, they might try to invade when not properly equipped. If the game is less than optimal, i dont quit. i just work on bounties and quests, no big deal.
When i want to win, i play in a team, communication, team work and similar goals.
Go ahead and keep quitting, you'll probably be suspended and eventually banned for leaving games.

Someone quit, and Bungie threw me into an already lost game, where my team has already given up. So I'm effectively forced to wait for 5 minutes while the other team goes through their paces before I can re-queue, or leave early and get penalized. FWIW, I do the same thing when I get matched with clueless blues. It's the luck of the draw, and I'm totally fine with quitting penalties when I actually start the match.
