They stated in TWAB that the nerfs are intended to make specific exotic armors feel less like must-have equipment for certain activities, and because the infinite ammo loop for Whisper was causing them to have to make end game encounters ridiculously overpowered in order for them to be challenging.
It seems to me that making “even crazier” exotics would work toward the exact opposite of that stated goal, and is somewhat nonsensical to begin with in that creating even more powerful exotics in no way necessitates the nerfing of currently powerful exotics.
