There is nothing in place that acknowledges the wide range of player skill. There’s a world of difference between someone that plays regularly and someone that only plays when something like this comes up that requires it. On top of there being a world of difference between PvE and PvP in general. This has been an issue since D1 and the solution is simple. I have no idea why they won’t do it. It makes no sense to me and they have never even acknowledged it.
